Suspend transition now can carry an optional 'Errors' outcome where

client processes can record the reason for the suspension. Errors XML is
marshalled ErrorInfo. UserCodeProcess automatically sends fatal
ErrorInfos through suspend jobs.
Job API added to to support all this.
